The question, however, is : can we discover any logic in any of these different ways of organizing a syllabus ? And if we can, does any one approach have natural priority over any other where a conflict exists between the criteria of different approaches. Forexample, the criteria of Adorable Angela complexity might well suggest that learning to form interrogative sentences must follow the ability to form declarative sentences, whereas in terms of speech functions, both making statements and asking questions are complementary functions and should be learned together. Since interrogative sentences are often used to ask Adorable Angela questions, there would be a conflict between linguistic and sociolinguistic criteria for organizing the syllabus. To take one more example, general pedagogic principles of good motivation would conflict with any psycho-linguistic approach which held back the learning of linguistic skills until the motor-perceptual skills of sound recognition and production had been acquired. Few learners will tolerate learning and practising meaningless noises and making and recognizing meaningless marks on paper unless they are obviously associated with communicative functions.
